Víctor Mario Rafael Andrés Belaúnde Diez-Canseco fue jurista, diplomático, intelectual y político peruano. Fue diputado (1931-1936), ministro de Relaciones Exteriores (1958) y es reconocido por ser el primer peruano en ocupar la presidencia de la Asamblea General de las Naciones Unidas (1959-1960).
